Chinese and Americans have asked that following amendments be made to the agreement roforroã to:-

(1) Amond paragraph (c) as follows:-

"The British authorities at Hong Kong will make

available to Chinese authorities airfield and port facilities for staging troop movements in redeployment of Chinese force for occupation of Japan, Formosa or points on coast of China and Manchuria. There may be many demands for the available facilities; the responsibility for allocating priorities will rest with British authorities, All troops arriving in Hong Kong area will be self-supporting in food."

(11) Add now paragraph lettered (I):-

"Should any conflict of requirements in consonance

with Goneral Order No. 1 of Supreme Commander for Allied Powers arise in connection with paragraph (c), (d) and (f) above, the question will be reforred to the Supreme Commander for Allied Powers for decision."

Chinese and Americans urgently asked for signature to agrooment as amended above, but on objection from us now insist on incorporation of amendments but not signature to tho agreomont providing Cartwright signs a lottor .to the Chinese indicating that ho has our approval to the agreement with the above amendments incorporated. Despatch of the American and Chine so roprosentativos to be prosent at the surrender of Hong Kong has boon hold up until they receive further reply from us.

Our reply to Cartwright which wo hope will satisfy Chinose and Americans and enable them to proceed to Hong Kong forthwith is as follows:
